Who Should Attend?

This programme is designed for Managers, Supervisors, Engineers and all personnel that are involved, or may be involved in the maintenance of petroleum installations on Ministry of Defence estates.

Aim
To provide familiarisation with the Defence Estates Organisation Safety Rules and Procedures for those who are to be appointed as an Authorised Person Petroleum Provide awareness of the inherent hazards associated with the storage and distribution of petroleum products, and the methods and of the methods adopted to provide a safe working environment for maintenance personnel working on petroleum installations

The types of petroleum products additives and their classifications
Overview of SRP 03 safety rules and procedures
Current legislation to include Health & Safety, COSHH, RIDDOR, CDM, DSEAR
The maintenance of petroleum installations and equipment
The dangers surrounding electrical installations in hazardous areas
Petroleum installation site visit
The types of multiple gas indicators and the gases they detect
The methods of tank cleaning and maintenance
Breathing apparatus, personal protective and safety equipment
Liquefied petroleum gas
Risk assessment isolation and an introduction to permits to work and gas test certificates

Knowledge
By the end of the course delegates will be able to:

Identify the range of petroleum products in general use that are stored and dispensed in airfields, motor transport, bulk heating, petroleum storage depots and bulk fuel installations
Understand the Defence Estates Organisation (Works) Regulations for work in petroleum storage depots, bulk fuel installations and kerbside Installations with special regard to medical requirements, wearing of protective clothing and breathing apparatus Continued
Carry out routine maintenance of kerbside installations and diesel storage tanks up to a 50,000 litre capacity
Safely use electricity in hazardous areas
Recognise current health and safety and relevant environmental legislation affecting all maintenance works on petroleum installations
Comprehend the principles of safe systems of work in particular the safe system provided by SRP 03 and its practical application to MOD petroleum installations
Understand the advantages and disadvantages of the differing types of gas detectors and the requirements for regular response testing and calibration
The requirements for tank entry including hot and cold work
Provide awareness of the types of tanks to be cleaned, the hazards associated with tank cleaning and the safety precautions required
Classify the properties and characteristics of liquefied petroleum gases and their storage, to include handling precautions when installing/removing bulk fuel vessels
